今天媒體報導 “蘋概廠、用電大戶搶買綠電,市場憂心買不到綠電。經濟部表示,… 綠電銷售將採台電、綠電直供「雙軌制」… 躉售給台電的綠電業者可自由轉直供,想躉售給台電、或規模小無法自行交易者,仍可選擇台電做為平台媒合出售。… 但修法前已簽約者,需與台電 … 協商「分手費」…”

綠電是指利用太陽能、風力、水力、生質能、地熱 (solar power, wind power, hydropower, biomass, geothermal heat) 等可再生能源 (renewable energy) 發電產生的電力。目前綠電業者多與台電簽約,直接躉 (ㄉㄨㄣˇ) 售給台電,所謂躉售,就是 wholesale,整批地賣出。

報導中提到業者已與台電簽約,若將來要解約,需與台電協商「分手費」。這種情境下的「分手費」英文叫 severance fee,見底下經銷合約關於「分手費」的條款:
Severance Fee. LICENSEE may elect to end sales of a Product Line at its sole discretion with a severance fee (“Severance Fee”) set forth in Exhibit C.

雇傭關係中的雇主給員工的「分手費」,一般稱 severance pay (Severance pay is pay provided to employees after they are removed from a position, or after employment is “severed.”) ,也可說 severance payment。

給離職員工一筆豐厚的「黃金握別」分手費,英文叫 a golden handshake, coined by Daily Express editor Frederick Ellis,是英國《每日快報》編輯 Ellis 創造的。相反的,不想讓員工跳槽,付一筆豐厚的獎金,開出優厚的條件慰留,英文叫 golden handcuffs (黃金手銬)。(Jerome Su, July 16, 2019)
